This Circular supplements, replaces, abrogates some words, phrases of Annex II (rules of origin in the EU-Vietnam Free Trade Agreement) at point b clause 1 Article 4 of Circular No. 11/2020/TT-BCTstatus2 as follows:

1. The phrase “hoặc kéo từ sợi filament nhân tạo” is replaced with the phrase “hoặc đùn thành sợi filament nhân tạo” in column 3 – Required Working or Processing of HS headings 5309 to 5311.

2. Footnote 3 in column 3 – Required Working or Processing of HS heading 5907: “Weaving accompanied by dyeing or flocking….., provided that the value of the unprinted fabric used does not exceed 47,5% of the ex-works price of the product” is abrogated.

3. Footnote 5 in column 3 – Required Working or Processing of HS headings 6213 and 6214 with description "embroidered; and" is added as follows: “….manufacture from unembroidered fabric, provided that the value of the unembroidered fabric used does not exceed 40% of the ex-works price of the product:5 or…”

4. The phrase “....ngòi bút và bi ngòi cùng Phân nhóm với sản phẩm có thể được sử dụng” (…nibs or nib-points of the same Subheading as the product may be used”) is replaced with the phrase “...ngòi bút và bi ngòi cùng Nhóm với sản phẩm có thể được sử dụng” (“…nibs or nib-points of the same heading as the product may be used”) in column 3 – Required Working or Processing of HS heading 9608.

This Circular takes effect from February 20th, 2023 and abrogates Decision No. 1949/QD-BCTstatus1 dated July 24th, 2020.
