This Circular amends, supplements some regulations pertaining to conditions for passenger transport business and goods transport business by autos.

One of the noticeable amendments of this Circular is allowing transport enterprises to issue electronic transport orders.

However, drivers must have devices that are able to access the electronic transport orders to present these documents at the request of regulatory authorities.

In addition, this Circular also amends regulations on equipping emergency tools, fire prevention and fighting devices on vehicles.

This Circular takes effect from September 15th, 2022.
