The Ministry of Construction notes that the signing of a contract with a partnership of contractors is carried out according to point d clause 2 Article 138 of the Law on Construction No. 50/2014/QH13status2

The consideration for signing contract annexes with each partnership member must be based on contents agreed in the signed contract; partnership agreement; specific features, nature and conditions of the package; construction capacity of each member in order to decide in accordance with the regulations at Article 143 of the Law on Construction No. 50/2014/QH13status2 .
